At Mellows’ website, there is a link to his much earlier article in the Publican (02/02/2009), “On the Road to Prohibition?  Mellows discusses the new connection between temperance and public health that includes the medical shift from the disease model of alcoholism (that focuses on individuals) and the whole population model (that aims at a decrease in alcohol consumption in society as a whole).
